ICE Plans $10–20 Million Purchase of Contact-Activated Shock Gloves

A DHS acquisition forecast points to a new kind of force technology: ordinary-looking gloves designed to deliver painful electrical stimulation through direct contact.

U.S. Immigration and Customs Enforcement is preparing to purchase specialized gloves that deliver painful electrical stimulation through direct contact, according to a Department of Homeland Security acquisition forecast. The planned equipment is the CTG-5 G.L.O.V.E., described by its manufacturer as a “Generated Low Output Voltage Emitter” and a “Conductive Distraction and De-escalation Device.”

The forecast estimates a contract worth between $10 million and $20 million for officers and agents in Homeland Security Investigations and Enforcement and Removal Operations. It lists August 14, 2026, as the estimated solicitation release date and March 31, 2027, as the anticipated contract completion date. Those dates describe a procurement plan, not a completed purchase or confirmed field deployment. The notice also does not specify how many gloves ICE intends to acquire.

The plan was first reported by the Associated Press and later examined by The Verge. Its significance lies not only in the device itself, but in the way a highly consequential use-of-force capability is being folded into an apparently routine item of protective equipment.

A weapon concealed in the language of equipment

The G.L.O.V.E. is designed to resemble a normal patrol glove until an officer activates its electrical function. When the energized portion makes direct contact with a person’s skin, it delivers a painful shock intended to disrupt coordinated muscle movement and gain compliance. Unlike a conventional conducted-energy weapon, the force is delivered through the officer’s hand and requires physical proximity.

That distinction matters. A device worn on the hand changes the visual and physical grammar of an encounter. A drawn Taser or firearm is immediately legible as a weapon, giving other people present a visible signal that the situation has escalated. A glove can remain visually ambiguous until the moment of contact. The technology therefore compresses the distance between restraint and injury, making the hand itself part of the control system.

Compliant Technologies presents the device as a low-profile alternative intended to reduce escalation. Its description of the glove as humane or discreet is a company characterization, not an independently established conclusion. The procurement record confirms the intended function—electrical stimulation through contact to obtain compliance—but does not establish how the equipment would perform across different bodies, medical conditions, environments or confrontations.

The design question is not only whether it works

Every tool built for coercion embeds a theory of behavior. In this case, the theory is that a sudden, localized pain stimulus can interrupt resistance quickly enough to avoid a more serious struggle. That may sound narrow and technical, but it raises a larger question: what counts as a proportionate response when an officer can apply force with a movement that also looks like ordinary physical control?

The answer cannot be found in the hardware alone. It depends on rules governing activation, training, reporting and review. It depends on whether the use of the glove is recorded, whether witnesses can identify when it was activated, and whether medical assessment follows an incident. The more seamlessly a weapon integrates into the body, the more important those external systems become.

This is a familiar challenge in the design of policing technologies. Less visible tools are often promoted as less intimidating, less damaging or more manageable. But reduced visibility can also reduce accountability. A technology that leaves fewer obvious marks may make an encounter harder to reconstruct later, especially when the central event is a brief contact rather than a projectile, dart or visible strike.

“De-escalation” carries a demanding burden

The term “de-escalation” is doing substantial work in the device’s official and commercial descriptions. In ordinary language, de-escalation suggests reducing danger and lowering the intensity of a confrontation. A glove that causes pain may interrupt movement, but interruption is not automatically de-escalation. The distinction depends on what happens next: whether the person is safely restrained, whether the interaction ends, and whether the intervention creates new medical or procedural risks.

That is especially important for immigration enforcement, where encounters can involve people who are frightened, unfamiliar with the legal process or unable to understand an officer’s instructions. The procurement forecast identifies intended users and a technical requirement; it does not explain the operational policy that would determine when the device may be used, against whom, or under what safeguards.

What the forecast does—and does not—tell us

The DHS notice is evidence of an anticipated acquisition, not proof that ICE has awarded a contract, received the gloves or authorized their routine use. Government forecasts can change, be delayed or fail to result in a purchase. The unspecified quantity also makes it impossible to infer the eventual scale of deployment from the document alone.

Still, a forecast at this dollar range is a meaningful signal. It indicates that contact-based electrical force is being considered as an institutional capability rather than an isolated experiment. The potential contract would place a specialized device into the equipment ecosystem of two major ICE components, giving the technology a pathway from a manufacturer’s product catalog into federal enforcement practice.

For designers, policymakers and the public, the central issue is therefore not whether the glove looks futuristic. It is whether its design makes force easier to apply, harder to perceive and more difficult to contest. A calm assessment requires separating what is documented from what is projected: ICE has identified the device and budget range in a forecast; the purchase and deployment remain unconfirmed; and the consequences will depend on oversight as much as circuitry.

The story is a reminder that the politics of technology often arrive disguised as procurement language. “Low output,” “conductive distraction” and “de-escalation” sound neutral until translated into the physical experience they describe. In this case, the translation is simple: an officer’s glove may become an instrument for delivering pain at close range. Whether that is treated as a narrow tactical option or a dangerous expansion of state power will be determined by the rules surrounding the object—and by how visibly those rules are enforced.
